Help? about this boy...?

Okay well we're close but not SO CLOSE like friends and he calls "bestest friend". I like him as a friend and I heard people says he likes me but I don't know if he does now... We talk almost every single day... Most of the time he hit me up first and we was talking. Once he didn't answer... I got a little upset... and 1 day later he hit me up and said 'Sorry I haven't talk to you I've been busy and I don't really check my phone a lot". That was really nice of him... and then we was talking. So then he said 'brb I love you' and he never said back... Anyone know why?
